F5's recommendation for dealing with the need for Adobe Flash Player in BIG-IP versions prior to 14.0 is documented here - K40913294: Adobe Flash Player Version for Dashboard Utility - and here - Bug ID 534474: Dependency on Adobe Flash removed from the BIG IP Dashboard.
With respect to Microsoft's browser support for Flash Player, I found this article on their blog: Update on Adobe Flash Player End of Support. Although I cannot and do not speak on Microsoft's behalf, I think you will find the guidance you are looking for in that article.

MVPI believe, There will not be any issue in terms of flash player in 11.6.x event after 12/31.
BIG-IP 14.x and above you don't need flash player.
