BIGIQ Version 7.0.0.1 Pool Reactivate Manual no GUI option after timeout

Currently running Version 7.0.0.1 on a BIGIQ, I have to reactive licenses Manually, BIGIQ is not connected to internet. When trying to reactivate one it's Pool Licenses via web interface by generating Dossier it shows License paste areas, until it times out. Now that i have a license file ready, there is no longer anyway to paste the license in via GUI. Pool is just at Pending state for license and the "Reactivate is greyed out". Is this no longer an option, after the initial time has passed in initial generate Dossier GUI? If this is no longer an option, then i'm trying to figure our how do reactive Pools via CLI, i see plenty on how to do BIGIQ license but not the pools.
