Are you sending any authentication credentials in the post? You will need to specify basic or token. See REST API authentication

Further to the above REST API documentation on authentication, please note that basic-auth is disabled by default from BIG-IQ v5.1 onwards:

You could enable it but would recommend token-auth for the long term use.
