BigIP VE (lab license) on Hyper-V: Not getting past setup utility

Can't seem to get past the setup utility on a newly deployed BigIP VE (lab license) on Hyper-V. I've licensed it, verified the device certificates and CA bundle, skipped the forward proxy cert and key (I don't have a private certificate authority handy and won't be terminating SSL in the lab), set up the platform (mgmt, external and internal networks are all reachable), kept the defaults for logging, and skipped the import template section. It feels like I'm configured, but there is no "finish" button, and no clear way to move forward. Setup utility is all that shows up in the left pane of the GUI. This is probably something simple, but I don't know the next step from here.
