Is it possible to connect via RA VPN to a BIGIP and then remotely manage that same BIGIP through the vpn tunnel? I cant get it to work, and cant find any doc saying it is not possible.

I haven't tested it, but I imagine that it depends on whether your data routing table knows a route to your management IP. And if there's any firewalls/access lists; if the ports have been opened.
Your data plane and your management are separated, so your management IP isn't/shouldn't be a local address (afaik).
