BIG IP VE 11.6.0 runs slow in Hyper-V
I use Microsoft Hyper V in Windows 8.1 Pro to run BIG IP virtual edition. Things were OK in 11.5.1 but it is not in 11.6.0. I configured 2 vCPU & 8 GB of RAM, but the VE runs very slow. Even after 30 minutes, the CPU usage is still high on waiting as seen in the attached picture.
I tried both using VHD from F5 and fresh install using ISO. Both have same problem. I even cannot get into config or shutdown the vm properly. Anyone has solution? VMWare Player is not legal solution as it is not free for commercial use and it cannot run at the same time with Hyper-V (known problem).

The system has run out of memory, and is swapping.
Can you provide the output of "ps aux", i.e. output in long format that shows the params of the processes?

setdb is using an unusual amount of CPU. setdb is used to change entries in BigDB.dat on bigip. Is this system licensed? Does it have a config loaded?
Fyi: I am running 11.6 on MS Server 2012r2 Hyper-V and have not seen this issue. - gsharri

It's normal for tmm to be allocated the majority of memory. From the cli try the "tmsh show /sys memory" command to get the stats straight from tmos.

Finally, I found the cause of the problem based on known issue ID 358355 in release note. Disabling dynamic memory fix the problem. Probably F5 change the parameters of hyperv daemon in this release. Version 11.5.1 was OK with dynamic memory and dynamic one is more efficient for the host OS.
