BIG IP VE 11.6.0 runs slow in Hyper-V

I use Microsoft Hyper V in Windows 8.1 Pro to run BIG IP virtual edition. Things were OK in 11.5.1 but it is not in 11.6.0. I configured 2 vCPU & 8 GB of RAM, but the VE runs very slow. Even after 30...

setdb is using an unusual amount of CPU. setdb is used to change entries in BigDB.dat on bigip. Is this system licensed? Does it have a config loaded?

 

Fyi: I am running 11.6 on MS Server 2012r2 Hyper-V and have not seen this issue.
