Is it possible to upgrade LTM 3900 directly from 11.1.0 to 11.5.1?

According to the release notes, yes. You'll want to read up on the documentation as a lot changed in the config between these versions that may impact your upgrade.

I upgraded from 11.1 to 11.5.1 but had to install 11.5.0 first

i wouldnt know why, i believe that from 10.x you can upgrade to any 11.x, same goes from 11.x to 11.x.
