Big-IP LTM 3400 after Power on shows only "Loading... b0.9"

We have a Big-IP LTM. It shows me on display the following message: Loading ... b0.9

But all leds (Power, Status, Active and Alarm) are off.

When I keep press check button. It shows me Power on by user and go back to the first message: "Loading ... b0.9"

I have a second Big-IP LTM that seems fine, and shows me regular panel messages and browsing.

Any help?
