Is there a version of the BIG-IP F5 client that works on Windows Mobile 8 ?

AdminBIG-IP 11.4 has limited support for windows mobile 8:
Windows RT and Phone Windows RT, Windows Phone 7 and 8 are supported with clientless features. Please note the following exceptions:
Network Access, Applications tunnels, Citrix and MSRDP are not supported
