BIG IP DNS VE limited to 10 MB Throughput on Openstack

We have deployed two big ip ve dns servers on open stack routed via two dag layer devices which seem to restrict traffic to 10MB/S on openstack. The license allows upto 10GB/S. Anyone with experience on deploying BIG IP VE on Openstack?
