While I create a second traffic-group (traffic-group-2) How should I set a default device in that group, Which failover order using to configure "perffer order or Load aware" (device 1 and device2).

since you want to have as long as possible device 1 active for traffic-group-1 and device 2 for traffic-group-2 you need to configure a preferred order and also auto failback as descripted here : How to configure Auto failback for an HA Group (f5.com)
