BIG-IP : upgrade fails to transfer configuration
BIG-IP 11.4.0 Build 2384.0 Final
I want to upgrade to 11.4.1 retaining current configuration.
I downloaded BIGIP-11.4.1.608.0.iso and uploaded to BIG-IP and installed to volume HD1.2 ( HD1.1 has 11.4.0 ).
System > Software Management : Boot Locations
I select HD1.2 , set Install Configuration to Yes , set Source Volume = "HD1.1:11.4.0" , and click Activate
However on reboot the message is displayed :
The configuration has not yet loaded. If this message persists, it may indicate a configuration problem.

Hi,
You can try returning to the previous volume, take a Backup in System -> Archives, and download the UCS file. Then, go to the new volume and upload the UCS file. Finally restore the UCS file and wait a few minutes for the configuration loading process.
UPDATE: I created 11.4.0 archive , downloaded .ucs file , switched to 11.4.1 , uploaded .ucs , and attempted restore :

If "show sys service" indicates that mcpd is in the run state, but "show sys mcp" is not in phase running, issue the command "load sys config" to further diagnose the problem. Hi,
Can you run 'tmsh load sys conf' and reply back with the error message?
Aaron
- TortiAltostratusdefault of "Install Configuration" is No, isn't it? So, go back to the other partition, create a new with 11.4.1 and try it with the defaults.

Hi,
When you run 'tmsh load sys config' the configuration file in the Hard Drive is uploaded to the memory (RAM).
TIP: When I have problems loading a configuration, i run 'tmsh load sys config default' and then 'save sys config' and finally 'reboot' for factory defaults (Note: The management port maintains its IP address). After reboot, put the Network and Device Management configuration manually. Then resync with the other BIG-IP.

Hi,
The BIG-IP system load the bigip.conf in the /config/ directory.
So,

Just to close the loop.. there was an issue with the /config/db directory holding entries to files that didn't exist on the file system.. we cleaned up the bigip.conf to remove the reference to the missing files, and then removed the db directory. on reload, the db rebuilt itself and the configuration loaded, and then upgraded with no issues.

I have also seen similar issues where AAA secrets have been set upon a system which are not restored from a UCS file when an upgrade or bare metal restore on the same physical unit has been performed.
