BIG-IP : iControl API to retrieve configuration

Does iControl API include a call to retrieve device configuration ( contents of bigip.conf file ) ?

Sure thing! You can use the methods in the System.ConfigSync interface to download individual files or the configuration. Here's a perl sample in the iControl CodeShare that shows how to use the methods in that interface.
