BIG-IP : account to use with iControl API

I need an account that is used only for calls to iControl API to update Data Group Files.

The iRule manager role looks like it might be a good fit.
- Thanks DMC. It's not clear from the docs which accounts have ability to update Data Group Files. Candidates are : Resource Administrator , Manager , iRule Manager. Any idea ?
