Best way to do URL Rewrite Request Blocking

We need to do some URL Rewrite and have documentation from a vendor on how to do it in IIS but am wondering how we would accomplish the same on the F5.

We need to add the following 3 rules:

1st rule

^(?!.*healthtouch/api/ordering/*|.*healthtouch/api/app/[^]+/activation/[^]+|.*healthtouch/api/app/[ ^]+/customization/[^]+).*healthtouch/* 

2nd rule

^(?!.*healthtouch/api/ordering/[^]+/customer/[^]+/[^]).*healthtouch/api/ordering/[^]+/customer/[^]+

Add a third request blocking rule to error out all other requests to the proxy server 

F5 Support suggested using Local Traffic Policies but I did not see a way to use regular expressions

Any assistance that can be provided would be appreciated.
