Bash shell access

Hi, We are using TMOS 11.3.0. I have requirement to grant bash shell access to members assigned with "Manager" role. While this works for Administrators by executing "run /util bash" in the TMOS prompt, it fails for users with "Manager" role. The solution article: http://support.f5.com/kb/en-us/solutions/public/10000/200/sol10272 mentions this will work only for Administrators. Is there any other alternative methods to make this work?
