I have an AWS LTM instance that uses the BigIP from the marketplace.

Which AMI are you deploying? Knowing whether it is Hourly Billing or a BYOL license will help in troubleshooting.
What is the output from “tmsh load sys config”?
It looks like the configuration is not loading, the command above may point to something it is not liking.
Have you added or removed any interfaces after you launched the instance the first time?
