Yes I mean how you can see/differentiate active and inactive policies via GUI.
There is no rule that active ASM policy has to have assigned any VS. We have ASM policies used via iRules / dataGroups. As you can see in the picture below - Active ASM policies list from version 12.

(So we have these (with no VS assigned) ASM policies in version 13.1.1 and I am not able to find out information about Active/Inactive status which is clear to see in version 12.)

Hi Dali, you welcome, i only worked on versions 13.x and i have shared the cli and gui , i think 13.x not clear as 12.x per your screenshoot

Hello, yes, this certain thing is step back IMHO.
You can find the inactive ASM policy via cli..
tmsh list asm policy virtual-servers | grep none -B1 | grep policy
