APM: Webtop Never Loads

So I have everything setup for our APM. It works fine on a Mac but not on IE.

I see that I am completing all of my steps successfully and says the result is Full in the logs. However, when I login, it just gives me a page cannot be opened. I do see this occur every time and haven't seem to found a fix:

Access encountered error: Access pcb policy result is not not_started : 1

We are running 11.4.1 Build 608.0.
