System.Net.WebException: Unable to connect to the remote server

When my developer test he is getting the following from both backend web servers in the pool "System.Net.WebException: Unable to connect to the remote server ---> System.Net.Sockets.SocketException: No connection could be made because the target machine actively refused it". Both pool members are showing "active" via health check in the F5 which is just a simple http. I have looked and made sure the web server specific port matches what I have setup in the F5, a net stat on the web server shows the specified ports "Time_Wait" which I understand as they are listening for traffic.

 

Doing a tcpdump, I can see the connections eventually are reset after initial connection is made... I am trying to %100 rule out the F5, can someone tell me if there is anything else to check on the F5 to prove everything is configured and working correctly? If the pools are online and the port is correct to me it would be something on the web server side ending the session?
