Can we have multiple virtual servers on single public IP address? and could the precedence be based on the requested URL?

Yes, Its possible. You can use f5 SNI feature. Below article will help you

Thanks for your reply, but we have a wild card certificate for the sites.

Then use help of iRule to route the traffic to pool based on Host name..

Yes, you can use a vip-to-vip solution where you inspect on the front-end virtual the host, then map each host to a back-end vip where different profiles/policies are required. The one challenge is with tcp profiles wrt to client, you might need to redirect to another front-end vip for that, which doesn't meet your requirements.
