I am trying to loadbalance MSSQL database

Referring this article

https://techdocs.f5.com/kb/en-us/products/big-ip_ltm/manuals/product/ltm-implementations-12-1-0/18.h...

Article says that we have to Create a custom Microsoft SQL Server (MS SQL) profile to configure BIG-IP® LTM® to grant user-based access to a pool of database servers but not getting database tab under LTM  as given in the article. Local Traffic > Profiles > Databases > MS SQL

I have searched about it and got to know that it related to License, is it?

Can anyone have a quote on this?

If you have MSSQL proxy feature configured, you will lose it upon upgrading to v13.0.0 or later. "-- MSSQL proxy is configured. -- Upgrade to v13.0.0 or later." You will lose MSSQL proxy feature upon upgrade to v13.0.0 or later. MSSQL proxy is no longer supported. MSSQL proxy is removed from BIG-IP product. Workaround: None. If you have MSSQL proxy feature configured, you will lose it upon upgrading to v13.0.0 or later.

You see if you can get any ideas from mysql proxy iapp, where you can see what is used but this is an old iApp (not a FAST temple iApp) so you will need F5 versions 13 or 12 as newer versions may not open it.
