Devops isn't strictly about processes and ops - ops is traditionally responsible for the infrastructure, and unfortunately too many "ops" folks have no idea how the decisions they make regarding configuration on infrastructure actually impact the application and its performance. And vice versa - devs rarely have a clue about how their application architecture will impact ops. The two are interdependent and virtualization and cloud only make them more so.
Narrowly defining "devops" as only about ops is viewing the transformation caused by virtualization and cloud computing with operational tunnel vision and completely ignores the need for collaboration between infrastructure (which, unsurprisingly, includes load balancers) and applications.
