I just checked Bug ID 681814: Changes to a cipher group are not propagated to SSL profiles until the configuration is reloaded mentioned by Chase.
According to Bug Tracker https://cdn.f5.com/product/bugtracker/ID681814.html issue is fixed in 14.0.0.
So Cipher Groups should be a way to go now!
