@Chase - Thanks a lot for all info provided.
Did you try to perform steps I described (in fact it's replication of your steps). For me change in ciphers (excluding TLSv1 and TLSv1_1) occurred only after I unsigned and then assigned again Client SSL profile. Only after this step only TLSv1_2 cipher was listed by nmap. All objects used in my test was created in Common partition.
