It is a workaround, but it doesn't resolve the inefficiency with requiring the web server to respond to useless requests. Of all the reasons to let a proxy/ADC inspect requests offloading tedious work like rejecting illegitimate/meaningless requests is likely the best one. When a server is slowing down and consuming resources the answer to this problem and others like it should be to stop the requests _before_ they reach the web server, at the edge.
