The "2" above for MaxPools is probably a poor default. It means if you have more than 2 pools open, no updates will happen.

What's a better value? I've got some VIPs that have around 90 different pools in them. I don't want to see hundreds of pool update request, but if I'm less than 100 these large VIPs won't ever update.

Try changing the 2, to something like 50 and see if that works for you. In the message:

Disabled, 0 of 2 pools open,

the second value is the configured limit. No polling happens if no pools are open, and no polling happens if more pools than MaxPools are open.
