Let's look at the following approach based on the information you provided:

let's call Network A "PoolA" and Network B "PoolB"

Server1 and Server2 in PoolA

Server 2 and Server 3 in PoolB


Pool A (Minimum active members is 1)
    Server 1: Priority 100 Ratio 1<== ACTIVE
    Server 2: Priority 50  Ratio 1<== INACTIVE and active ONLY when Server 1 is down
Pool B (Minimum active members is 1)
   Server 2: Priority 100 Ratio 1 <== ACTIVE
   Server 3: Priority 50 Ratio 1 <== INACTIVE and active ONLY when Server 2 is down
