Workday SSO - Signature is missing or does not refer to the entire message

could you have a look to /var/log/apm, saml use to be verbose in debug logs.

 

did you import workday sp setting on apm from Metadata or manually ? if manually you may need to adjust setting in the security tab of the SP connector definition.
