Why one pair of F5 has Cluster enabled and second pair of F5 not?

Hi Why a pair of F5 has "Unit 2 Cluster enabled" and second pair of F5 is not at all via GUI? Please see the picture. Anyone can explain it? Thank you

Agree with @Vijay.The "Cluster Enabled" pair will be Viprion that has multiple blades and currently 'blade-2' is active. The other pair could be non-viprion device. Check the F5 hardware for more details.
