What items will sync with Failover?
Are you unable to synchronize interface and VLAN settings?
If time synchronization doesn't work, can't we synchronize by forced push?
ex: `tmsh run cm config-sync to-group device-group-1`

Interface and VLANs are not synchronized between device group members during a ConfigSync operation.

To set the device as the synchronization leader of the device group and force the device to initiate the ConfigSync process, use the following command syntax (12.1.0 and later):
run cm config-sync force-full-load-push to-group <group name>
