A= As an active server, and responsible for all current connection.
B= Once A goes down...

Enable within the pool by setting the
Priority Group ActivationSetup three priority groups within your pool, assign server A to the highest value say 30, B to the middle value say 20 and C to the lowest value say 10, that should do it.
