When redundancy IPS/WAF forwards broadcast flame.

Please tell me following questions.

Situation.
Machines are Big IP IPSs.( or WAFs)
Machines are built as redundantive.
Machines are built 2 machines as active-active.
Machines are ran on the Bridging mode.

when broad cast frames(Destination Mac address is FF-FF-FF-FF-FF-FF)
reached the Big IP IPSs.( or WAFs) on same time,the next move is
frames are forwarded by Big IP IPSs.( or WAFs)
and the frames has same source mac address.
does the destination L2SW recognizes the frames as Mac-Flap?
or the Big IP IPSs.( or WAFs) are managed cooperatively?
example, one Big IP IPS.( or WAF) will forward the frame,
other one does not forward the frame etc.
