What is the purpose of the "Base Registration Key"

I cannot find any documentation specifically about this. It seems to be related uniquely to a piece of hardware.   I have received a replacement blade, but have not been given its BRK.

/config/RegKey.License did not exist on the box. TAC got back to me and told me to use the previous BRK, which worked.
