VMware View and Horizon View iApp v1.1.1rc1 cant import the iApp

just trying to import the new VMware View V2.2.rc1 template on my BIG-IP Version 11.5.1 and get the following error message
any ideas?
Loading configuration... /tmp/upload_template.tmp...
