viprion cluster

I have two C2400 chasis and B2100 blade and I m using 11.3 .0 version. I made cluster configuration.when I took active device to standby manually,standby device is being active,but when I disable port of the active device,the standby device is not being active.what can be the problem?is anyone experienced this spesific problem?
