if you do not want 3-way handshake when pool is down, you need to disable virtual server or turn off virtual address arp.

Amit_KarnikAnother less used feature which could apply in this case is the "Verified-Accept" feature on the tcp profile.
This will only respond to the TCP-SYN if it gets a response from the 1 of the pool member. You will have to customizae a tcp profile from the default "tcp" and enable Verified-Accept.
