vCMP guest allocates resources

I have a opportunity in customer and the customer asked about allocate system resources in vCMP. The customer saw another solution and told me about the system resources such as limits for bandwidth,concurrent sessions, Layer 4 Connections Per Second (CPS), Layer 7 CPS, which can be implemented in virtualization. How we can implement this features when allocate system resources in vCMP guest? Thanks in advance.
