Using Local Database to authenticate if AD server is not responding?
Is there an option or way to configure, in the visual policy editor, using the local database authentication in the event the AD server is not responding? I imagine that I could create a drop down menu and provide the options but I would like to have that hidden on the log on page. Any help would be greatly appreciated.

How about checking the AD pool status in ACCESS_SESSION_STARTED event and set a access session variable? Branch VPE to the relevant login screen based on the session variable set in iRule.
Create AD pool with health monitor for the AD auth agent.
