User Authentication for REST iControl

In the 11.4.0 manual it specifically states that the user to make REST calls must be ADMIN. Can that be an Administrative user or must the user be ADMIN? If so, is this fix in version 11.5.1? Thank you.

    Another user with admin role works for me on 11.6.0. I'm not aware of it being any different on previous versions...

    We have 11.5.0HF5, I was able to create a local used that authenticate with TACACS Via AD and it worked. Thanks for the reply.
