/URI is not working cpmpared to /URI/

Is https://gtm a virtual server on your LTM, or are you trying to access something on a GTM appliance?

Do you have any iRules associated with this virtual server, or any local traffic policies? If so, please share them.

is it http (not https) pool?

if yes, have you tried Redirect Rewrite setting in http profile?

sol14775: Configuring an HTTP profile to rewrite URLs so that redirects from an HTTP server specify the HTTPS protocol (10.x and 11.x)

If you do a client side capture going directly to the server with the "/gtm" URI, do you see it issuing a redirect to "/gtm/"? And do you see the complete and correct URL in this redirect?

Otherwise, you could either transparently change the URI:

when HTTP_REQUEST {
    if { [string tolower [HTTP::uri]] equals "/gtm" } {
        HTTP::uri "/gtm/"
    }
}

Or explicitly:

when HTTP_REQUEST {
    if { [string tolower [HTTP::uri]] equals "/gtm" } {
        HTTP::redirect "http://[HTTP::host]/gtm/"
    }
}
