Upgrade path and procedures 14.x to 16.x

In general license files need to reactivated, except for those purchased via a public cloud marketplace (Pay-as-you-go).  The reactivation validates entitlement to new software and updates the service check date in the license which is compared to the software version release date.  A customer is entitled to software that was released prior to the service check date.  For more information please see https://support.f5.com/csp/article/k84205182
