Upgrade path 11.5.1 to 13.1.0.8

Got a DR Viprion 2400 Chassis running BIG-IP 11.5.1 Build 5.0.147 Hotfix HF5 and need to upgrade to 13.1.0.8. What is the best path to upgrade the device to Version 13?
