upgrade f5 velos - help
Why not try importing it through the GUI if your version supports this as older versions may not. Also why I see ISO files as shouldn't the format be BIGIP-1x.x.x-x.x.x.<disk-size-tag

The docs section you reference above is for F5OS tenant images which are qcow2 images. The controller and chassis patition images are ISO's. You can follow the link below for examples of the workflow, but I don't think the issue is related to the workflow, support will need to determine why the file import did not execute.

Ah yes my mistake as I trought because of https://support.f5.com/csp/article/K08061420 that the tenants also have issue.
Has this article been used https://support.f5.com/csp/article/K34776373 to upload the iso controller and partition images with the controller floating IP address?
scp <iso_filename> root@<Floating_IP_of_Controller>:/var/import/staging
Also as a note Velos takes a lot of time so waiting maybe half an houror more could be needed and I had an upgrade but I think it was from 1.3 to 1.3.2 so maybe try first upgrading to 1.3 if it helps.
Hope you will not need a Clean installation to make it working.
