upgrade 12.1.x to 13.1.x - 'Data-Protection' licensed. The following 'Anti-Fraud Anti-Fraud Profile' fields were updated,

Hi Devs i reinstalled my VCMP from 12.1 to 13.1 and restored the UCS file while running the load sys config verify i am getting below warning.

There were warnings:
'Data-Protection' licensed. The following 'Anti-Fraud Anti-Fraud Profile' fields were updated, but have no impact on traffic: block_response_header block_response_body

I have checked the /config/profile_base.conf and found below entry

 Specify here default values that cannot be set in firewall.xml
security anti-fraud profile antifraud {
    blocking-page {
        response-body "User BlockedYour user account has been blocked. Please contact customer support."
        response-headers "HTTP/1.1 200 OK
Cache-Control: no-cache
Pragma: no-cache
Connection: close"
    }

after commenting those entries still i got same error wile running load sys config also i found same entry under /defaults/profile_base.conf which is read only file ,not able to edit.

any suggestion plz
