UPGRADE 11.5.1 NO PLUGIN CONFIGURATION FOUND

I just upgraded to 11.5.1. I'm seeing an error in (ONLY THE ACTIVE) that says no plugin configuration found, over and over in the logs. I've force a failover and the error only shows on the active device.
