Does UCS contain essential linux configuration elements like scf?
In the event for migrating, which option will be consider more optimal?

For a migration the .ucs will contain the relevant information. Especially in case you are terminating SSL you probably want to use the private keys and certificates be be imported to TMOS filestore on the target system.
If the target system is a different unit (with a different license) you may want to use the commandline to import the .ucs with the "no-license" option to avoid overwriting the license of the new device.
If you are trying to migrate (new software version) on the same unit make sure to update the license first as it contains a time stamp (service check date).
