trying to copy local users from big-ip to big-iq

hi i have local users configured in big-ip which i have imported to big-iq want to list 

list auth user
from the f5, copy it all and paste into big-iq with 
load sys config merge from-terminal
but its giving me error 
PostgreSQL database error: ERROR:  duplicate key value violates unique constraint "auth_user_pkey"
anyone has a solution?

    It is my understanding that it would have thrown error for a particular user account which could have been already existing. Can you see if its already present and action accordingly.
