    Look at the 7th line. it just saying "I am done with the variable assignment and now I am going to execute the iRule Event".

    Yes, all iRules the virtual server needs to run, must to be associated with the virtual server as its resources. Otherwise they will not be used. This applies to iRules within the VPE as well as other iRules for the virtual server.
